Introduction
Cost estimation turns scope into money: order-of-magnitude, budget, definitive, and as-built views differ in accuracy and detail. Estimates tie to basis of estimate documents (assumptions, exclusions, escalation index, currency). The project triangle reminds that pushing for lowest cost, shortest time, and highest quality at once is constrained—trade-offs should be explicit in options studies.
What cost estimation delivers
- Tender and budget figures — aligned to measurement rules and scope.
- Cash-flow profiles — when costs hit relative to income or drawdowns.
- Options comparison — NPV or whole-life cost where required.
- Change control baseline — reference for variations and claims.
Standards and guidance (South Africa)
Use the employer’s pricing document, JBCC (or other) pricing data, and agreed indices for escalation. Align with quantity takeoff rules and VAT/tax advice from finance. Large infrastructure may reference ISO 15686-style lifecycle concepts when whole-life cost is mandated.
Notation (common)
- u — unit rate (currency per unit of quantity).
- Q — quantity in the BoQ unit.
- OHP — overheads and profit (often in preliminaries or spread).
- P50 / P80 — percentile cost or risk allowance depending on policy.
Examples in practice
- Civil BoQ: rate per m³ of concrete including formwork strategy assumed in the rate.
- Building fit-out: m² rates with specification band clearly stated.
- EPC lump sum: provisional sums for long-lead equipment.
- Maintenance period: lifecycle replacement reserve for assets.
